Notifier Rules: "cannot create new rules" Error

This error can come from problems with the notifier_config service, either not being started or stuck in a crash loop.  If you run an `opscode-analytics-ctl status` and see that the notifier_config service has been running for less than a minute compared to other long-running services, you should check the logs in `/var/log/opscode-analytics/notifier_config/current` to see if errors are being logged.

If the errors look like this:

Then the problem could be that the epmd daemon needs to be killed off and restarted.  Find the process to grab its id:

ps aux | grep epmd 

and kill it off:

kill -9 12345

 

Then, `opscode-analytics-ctl restart` should bring it back.
